OK on the website dtvanswers.com it says some tv's over 27 inches that were sold in the last few years would have built in digital tuners. Well my TV is a Toshiba and it is 13 inches but I checked and it has this Cable thing on the TV menu. I'm making sure if this is the right one if you know what I mean by this(steps in going there):
Setup/Menu%26gt;Third Icon%26gt;TV/CABLE%26gt;Cable
I tried moving the antenna a bit on TV, yes it gets blurry and fuzzy at times and on the Cable setting the picture doesn't get messed up. But this is what they meant with the built in tuners or not?
Digital TV switch?
Everything you have described points to your TV only having a analog tuner. If that is the case, it doesn't have the digital tuner that you have been reading about and you will have to buy a cheap converter box to keep receiving free TV with an antenna after 2/17/2009.
Very few 13" TVs that were manufactured before 2007 were made with digital tuners. If you still have a question about this, add the make %26amp; model of your TV and someone can check the specs on your particular TV.
The big change over in Feb 2009 is for over the air broadcasts only. If you buy cable TV service, the cable company will take care of you getting the old analog type signals so you don't have to buy anything.
The key to understanding the change over to digital TV is that digtial TV signals can be cheaply converted to the old analog type. If you get your TV with an antenna, you need to buy a converter. If you pay for cable or satellite TV, those companies take care of the conversion for you.
A second key point is that in the US, analog and digital TV broadcasts use the same antennas, so try using your old antenna before deciding you need a better one. And don't listen to any BS about the need for special "HDTV antennas".

How to tell if your TV has a digital tuner
In North America, digital tuners for over the air signals are called "ATSC tuners".
To tell if your TV has one:
-If the TV was sold as a "HDTV" or "DTV", it's supposed to have an ATSC tuner built in to it. "HD ready TVs" do not have a digital tuner.
-Check the specs in the owners manual or google the make %26amp; model of the TV to see if it has an ATSC tuner.
-If your TV's menu has an option for scaning for digital channels, then it has an ATSC tuner. If it dosen't have a way to scan for digital channels, then it doesn't have a digial tuner.
Most DTVs also have a digital QAM tuner that is used in some (but not all) cable systems.
Reply:it should say in your owners manual if it has a digital tuner or not. You could probably also find this out on Toshiba's web site. A call to their customer support may also prove useful.
Reply:A coax cable input does not indicate that it has a digital tuner. They are two different things. Coax has been on TVs for the past 20 years. Digital tuners have only been in tube TVs for the past 2 years. If your TV is older than 2 years, it most likely it does not have a digital tuner.
If you do not have a digital tuner, then you need to buy a digital converter.
Reply:You don't HAVE a digital tuner....
Digital tuners have channel numbers like 22-1 or 15.3.....
They don't have plain old 22 or 15...
Since you didn't mention you saw TV/CABLE/DIGITAL in your menu, it told me everything I needed to know....
The rest of the boys are just guessing or using PRE-FAB answers because....well, they aren't experienced.
