You have to go into the laptop's video properties and set the resolution to one that your TV will work with through it's PC (VGA) input.

This varies from TV to TV. You also should be set to 60 Hz.

Read your TV manual.

The cable you have should work fine.

Update

You probably have not set your computer to a resolution it will work with.. There should be a list of acceptable resolutions in your TV manual.
Reply:A PC isn't a TV. You have to have something to convert the TV signal to something the PC. On a Mac you can use the EyeTV box. Your friend got it to work because he used a TV on a TV cable. I hope you didn't fry your PC!
